Abstract. The article discusses the main approaches to the formation of an innovative educational environment of modern higher education based on information and telecommunications technologies, the use of digital educational resources as an important component of it. The practical value of the article is to describe the main requirements that must be met by digital educational resources in the University, and recommendations for creating the necessary conditions for their development.
