Land is a national wealth, the most important natural resource. Accurate accounting and effective use of it is very important for many areas such as agriculture, business, and production. But due to the lack of discipline and accounting, thousands of hectares of land were looted. The administrative boundaries of 140 districts are still unclear. The procedure for allocating agricultural land was adopted 20 years ago and does not meet the requirements of current reforms.
